Data notes for New Mexico
New Mexico starts from federal AGI and subtracts the FEDERAL standard deduction (2026: $16,100 / $32,200 / $24,150 per IRS; NM conforms via the federal return), so income_base=federal_taxable_income and standard_deduction=0 here. Brackets per HB 252 (2024) effective 2025, unchanged for 2026 (PE; web search confirms 1.5%-5.9% for 2026). HOH uses the MFJ schedule. Low- and middle-income exemption (NMSA 7-2-5.8): $2,500 per exemption reduced by 15% (single) / 10% (MFJ, HOH) of federal AGI above $20,000 (single) / $30,000 (MFJ, HOH); not allowed at AGI above $36,667 / $55,000 / $55,000. Encoded as personal_exemption with a linear phaseout: MFJ has 2 exemptions so amount 5,000 and rate 0.20 (2 x 0.10); HOH counts only the filer (1 exemption). The phaseout reaches 0 exactly at the cutoff, so the cliff is immaterial. A 2026 bill (HB 93) to raise NM's standard deduction to 205% of federal was found only as a proposal; the TRD 2026 legislative summary snippet did not list any PIT deduction change, so it is treated as not enacted (not fully verified). NM Paid Family & Medical Leave bills failed (2024, 2025) - no employee payroll contribution. No local income tax.
