Data notes for Washington
Washington has no personal income tax on wages (its capital-gains excise tax is out of scope; the new 9.9% income tax on income over $1M under SB 6346 begins 2028 per PolicyEngine, not 2026). Employee payroll: Paid Family & Medical Leave premium 1.13% of wages in 2026 with employees paying 71.43% (employer 28.57%) = 0.807% of wages up to the Social Security wage base ($184,500 in 2026), max about $1,489; employees of employers with <50 staff still pay the employee share. WA Cares Fund 0.58% of all wages, no cap (workers holding an approved exemption - e.g. pre-Nov-2021 private LTC insurance - do not pay; not modelled). CAVEAT: PFML/WA Cares 2026 figures come from PolicyEngine's transcription of paidleave.wa.gov / RCW; web-search corroboration was not possible (shared search budget exhausted).
